Fuel-cycle buildout: two enrichment bets on Paducah, TRISO-X walls up, HALEU stacking (Sep 14–29)
From the Energy digest for 2026-10-02
- Cameco locked in as exclusive buyer-and-seller of all output from GLE's planned Paducah Laser Enrichment Facility (offtake Sep 16, finalized as selling-agent for all GLE nuclear products Sep 22). Sep 29: General Matter submitted its own NRC license application for a commercial enrichment plant — also in Paducah, Ky. Two enrichment bets in one town.
- X-energy: construction milestone on the 214,000-sq-ft TX-1 TRISO fuel facility building in Oak Ridge (Sep 25), with the DOE-funding windfall profiled alongside (Amazon's $500M standing; Canary, Sep 23).
- Centrus signed a multi-year, pre-payment-backed HALEU contract with Antares (deliveries to support advanced-reactor work, including space/national-security missions, "by the end of the decade" — ledgered) and is pitching "unobligated uranium" to microreactor developers (Sep 21). Framatome inked the first contract for a higher-enriched fuel reload. The OECD/IAEA Red Book (31st ed., Sep 14–15) judges uranium resources adequate for the growth scenario.
What's genuinely new: enrichment output is being pre-sold before plants are licensed — the financing model has shifted from build-then-sell to sell-to-build.
