What happened: Holtec submitted the Preliminary Safety Analysis Report to the NRC for two SMR-300 units at the Palisades Energy Center — completing the second part of the CP application (WNN, ~10:38 AM ET Oct 2), advancing the same units that hold the early-site-work exemption from mid-September.
What's genuinely new: the Holtec SMR line now has a two-part CP application on file while its restart parent remains paused on the fuel-loading incident — the campus strategy (restart + SMR build) proceeding through licensing on both tracks at once.
