The uprates day: DOE's $4.2B loan to Vistra, and Google × Constellation's 890 MW/11-unit plan
From the Energy digest for 2026-10-06
What happened: two announcements, one instrument family:
- Vistra (DOE announcement Monday; WNN ~10:03 AM ET + ANS ~11:35 AM ET): a conditional loan commitment of up to ~$4.2B to finance uprates/modernization at Beaver Valley, Davis-Besse and Perry (PA/OH) — +433 MW of new nuclear capacity, preserving ~4 GW of existing baseload, supporting ~3,000 outage/engineering/construction jobs in the 13-state PJM region.
- Google × Constellation (WNN ~11:23 AM ET + ANS ~4:51 PM ET): a 20-year PPA to support adding 890 MW of new nuclear capacity across 11 reactors in the PJM region (IL, PA, NJ named) — Constellation investing $4.3B. The same wrap: Oracle subscribes to Point Beach's output (long-term end-user agreement).
What's genuinely new: yesterday's record had Google × Georgia Power and Amazon × Constellation as the thread's nameplate deals; today the hyperscaler-uprate thesis scaled to fleet size (11 reactors at once) and acquired its federal-debt layer (DOE's loan program underwriting utility-side uprates). The uprate instrument is now moving capital at both ends — hyperscaler PPAs buying the output, DOE debt financing the steel. Uprates' 2–4-year timelines remain the actual delivery gate.
Watch: loan closing conditions (the Vistra $4.2B is conditional); which 11 Constellation units and what megawatt-per-unit splits; whether TVA-family utilities seek the same DOE debt; Oracle's Point Beach terms; the thread's standing watch (uprate timelines as the new bottleneck).
