What happened: The US nuclear regulator has issued its Final Environmental Impact Statement for Global Laser Enrichment's proposed Paducah Laser Enrichment Facility, recommending that a construction and operation licence be issued for the plant (World Nuclear News, Oct 26, 2026, ~11:39 AM ET).

What's genuinely new: A concrete regulator recommendation — an FEIS in favor of licensing — in the application for the plant whose entire output Cameco agreed to buy and sell exclusively in September 2026, and whose licence bid now sits ahead of a parallel application General Matter filed Sep 29, 2026 for its own Paducah enrichment plant. A licence has not yet been issued; this is the environmental-review recommendation stage.

Watch: Licence-issuance timing, and General Matter's application schedule against it — the two Paducah projects' reviews converging is the collision to score.
