opened with Epoch AI's satellite-imagery study of Huawei's Horinger AI data center in Inner Mongolia (published November 5) — among China's largest AI campuses by computing capacity, yet less than one-tenth of Colossus 2 in Tennessee. Epoch's cooling-equipment model estimates ~286 MW of IT power across four AI-specialized buildings (cross-checks: 304 MW from substation details, 230 MW from backup generators); three buildings appear operational, a fourth was complete but idle as of September 2026 with an estimate of December. Most installed chips are Ascend 910C — pegged at ~0.76 Nvidia H100-equivalents while B200/B300 run ~2.5 H100e and ~2.5× more energy-efficient — so a given power capacity supports ~40% of leading US compute. Huawei has CloudMatrix384 supernodes at eight identified sites and plans 27–50 buildings at Horinger.
Epoch AI. Watch: the fourth Horinger building's online date, Huawei's next-generation Ascend chips filling the planned buildings, and further independent estimates of large Chinese campuses (Wuhu and others).
