OpenAI publishes a community compact and a policy blueprint for AI data centers

Thread: ai — OpenAI community compact · new
What happened: OpenAI published a National Community Compact and a Compute Campus Policy Blueprint, spelling out what communities can expect at every future compute campus the company owns and operates: pay the full cost of electricity and the infrastructure needed to serve it, with financial assurances in place before major spending begins so other customers are protected if a project is delayed, reduced or cancelled; develop a water plan for each campus, prioritize closed-loop or low-water cooling, and publish site-level water and electricity use, construction plans and independent noise studies; forgo non-disclosure agreements with public officials except narrow carve-outs for security, trade-secret or competitively sensitive information; publish the jobs it expects to create, work with unions and training providers, and report publicly each year on hiring and apprenticeships. OpenAI gives the pledge its own examples: in Effingham County, Georgia, residents helped shape a $4.8 million grant for free school meals for all 14,000 students in the county, and in Pike County, Ohio families chose childcare, leading to a $6 million joint commitment from OpenAI and SB Energy. The blueprint goes further, asking policymakers to set rules for the whole industry: state utility commissions should require large electricity customers to cover the costs they add to the grid and protect other customers when projects fall through; utilities should ease grid connections for campuses that can cut demand when power is scarce (OpenAI's agreement with Georgia Power at its planned Effingham County campus already allows the utility to cut deliveries by up to 1,000 megawatts during high demand); Congress should speed transmission upgrades and restore tax incentives for clean electricity; tax-incentive terms should be public with clawbacks when developers fall short; and buying and hiring should draw local workers and suppliers.
What's genuinely new: OpenAI's community work — Stargate community commitments announced in January, then pledges in Georgia and Ohio — is codified into a national commitment set plus a policy blueprint addressed to whoever builds campuses, published days after governors who campaigned on data-center pauses won the November 3 elections and framed by OpenAI itself as "one of the first tests of whether the benefits of AI will be broadly shared."
Watch: whether any state, utility commission or legislature adopts blueprint terms into actual rules; the first signed local campus compact; and whether other campus developers adopt matching public reporting and no-NDA pledges.
